The server goes down every Thursday for routine maintenance and a patch that contains tweaks, bug fixes etc. and this is usually preceded by Tribble going down for maintenance a couple of days beforehand.
Whenever this DOESN'T happen it usually implies one of the following:
1) There's an unpopular Nerf coming
Voth BZ dilithium nerf, anyone?
2) There's an unpopular change coming
The totally illogical grind they attached to the Winter Wonderland, for example
3) They're releasing broken content and don't want it mocked before it appears on Holodeck
[insert one of 1000 examples]
4) They think that whatever they've changed has been 100% tested in-house and it won't break
the game
It sure would be nice if they would get to work and release this supposed patch to reduce costs once you upgrade/craft a certain item. I am tired of being chained to a single ship because it is too expensive to upgrade the gear for another one!
Of course it would have been even better if they had actually released a completed upgrade system with DR rather than a TRIBBLE half finished version that makes players spend more currency than they should.
Tribble isn't used to test content or fixes, its used to actually test the patches. If they patch Tribble and the game still runs, its all ok to go to Holodeck.

No kidding. It's a real shame, there are companies out there who try extremely hard to get more and more customer feedback. Here and to be honest, most of the gaming industry, it's less and less, it's a very bad trend.

Wouldn't put it past them to sneak in another stealth nerf; but, to be fair, they often reboot the servers just for the sake of restarting everything (clearing memory leaks, drained resources, and what not). So, I'm keeping my tinfoil head off for the moment.

That's true, it's just that this isn't the first time something like this happened, and it appears(I don't know for sure mind you)that this is starting to happen more often.

I suspect they are really trying to fix the 1000 photo problem for the first year ship for us old timers - and trying to fix the tides of ice. Otherwise neither may Ever get addressed.

It's quite possible we're getting a "maintenance only" maintenance day again. For most of 2014, the reasoning was development efforts were busy getting ready for X2. That said, X2 is done - so perhaps they're working on an extra big patch for next week, maybe adding some more of the "held back" DR content (surely they didn't mean just one mission when they said that).

While the gaming industry has had its nuts in a ringer lately (as in the last ~5+ years) for low quality standards and questionable releases this is not...by a long shot...a gaming industry problem. While it's a little arrogant to assume Cryptic needs our feedback on every change it is bad practice and very risky to release code changes without proper QA and vetting.
You usually run 3 server environments...1) Dev, which is a hot mess of constant code changes 2) QA, which is technically supposed to be as close to Production as possible for user testing 3) and Production which of course is the live user environment. To bypass QA means either the code isn't something that would affect gameplay or you've been convinced by management or a time constraint to stealth release something.
I wouldn't be surprised if the holidays were effecting the pace of patches. People take vacations this time of year, and a week or two without any major changes would be fairly normal. Unfortunately it also means the burning issues of the community will also likely not get addressed until next year if they will be at all.

If we're really, really lucky we'll get a vague post about it in news and announcements. If we're just a little lucky we'll get a vague twitter post. Generally speaking, it's business as usual, meaning transparency takes a backseat to profits for Cryptic and PWE.
