Question About Romulan Plasma

Yes could anyone please tell me if rom plasma weapon debuff stacks with the dyson rep trait debuff the one that does -0 to -15% starting when the target is at 50% hull or am i wasting a trait slot or if they do stack is it really worth it since by 50% hull the small ships don't last long enuf for it to even matter and it is a small boost on larger ship? any info would be very helpful and thanks so much in advance.
