Let me start by saying im slightly in a rush and want to get this down before I forget so there will be a few spelling errors.
If Cryptic wants to save the game they need to do something like this.
Ditch leveling entierly and start with somethign like this.
Your gear is worth a certain amount of "points". Say an epic is 50 an ultra 40 and very rare 30, then say mk I adds 5, mk 2 adds 10, mk 3 adds 15, etc.
Ok now assume every time you equip something it adds to what you already have.
Now lets say certain ships are worth a certain amount, say lobi 1k, t6 1.5k, t5 500,
Add in other gear at these amounts and there is now a pattern

Now lets say you take a players Average Damage/Heal as well as Kill:Death ratio and give it a number. This number will represent their skill value.

Now take data for all the players (they do this on the hilberts guide and it allows us to make very balanced private matches, best ive seen has been 49:50; literaly perfect balance)
Using this idea would allow for the removal of the uneccesary grind, allow them to make MORE money as now ships arent level restricted, let the F2P people who have lesser gear stay low, P2W have a higher level, high damage vs low damage etc.
This allows for BALANCE, no bad matches in the PvE ques where you suffer from multiple new players.
This would as well allow for NPC balancing for PvE where things woldnt be ridiculously harder than what people can do so that they have a reason to stay and feal that they are improving (of corse make it linear so that it appears harder and easier as they go on).

Gear, Ships, ETC give a player a POINT level. This point level symbolizes their new form of "level" (X)
Damage, Heals, Kills, and Deaths set their SKILL level, symbolizing their SKILL. (Y)
If you put this on a graph this would perfectly match everything removing more if not all of the Balancing issues that are current.
So basically you want to barricade queues and episodes by gearscore, which is kinda useless as gear doesnt say anything about proficiency. A fresh lv50 of a good player can wipe advanced, while even a full specced lv60 with all mk xiv epic couldnt do the same on a bad player. STO is heavily proficiency-driven, not like other MMOs geardriven. Gear does only help, but cant compensate much for lacking skill.

It ignores too much that's going on. The game is far more complex than you make it out to be. The sheer amount of stuff ignored by that scoring system...meh.
