Tachyon stream has been bugged for weeks on sci toons, cant say how disappointed I was to find it still bugged after this patch. Its not a trivial bug, its serious hurt sci toons that have Medical Vanguard (this skill is a MUST for any support sci toon build).
For those who are not aware, Medical Vanguard is a friendly buff sci toons put on friends after using a heal/support module. It only lasts for 4 seconds but it gives you perfect shield and reduces damage to Shields by 50%, so its a hell of a buff!
When you use Tachyon Stream on a enemy (and have medical vanguard trait), to reduce its shield you give them MEDICAL VANGUARD, giving them a perfect shield and 50% shield damage reduction!!! Tachyon Stream is one of those modules you spam use every cooldown, which is about 12 seconds and you buff your target for 4 seconds every 12 seconds, which makes this module impossible to use!! (specially in groups)
