Procs and affecting skills

As an example, I have it in my head that the Tetryon proc is affected by the Flow Capacitor skill, correct?

If so, then are there any other weapon procs that use other skills?

    Polaron drains power from subsystems of the enemy ship, so it too is affected by flow caps.
