Maybe I'm doing something very wrong, or the ship is broken, but I feel this ship is basically a "one-pump-champ" if the shield is dropped. I have decent gear, not top tier, but decent (mk XII-XIV rep), 50k+ HP, ~9k shield, lockbox traits, starship traits... and yet, if the enemy manages to drain my shield on only one side, and I get DMG there, the hull decrease dramatically. My previous ship was a JHAS, which has slightly more HP, but felt drastically tougher. Other than that, the ship handles very well, it has great dmg, good defense (I get a lot of misses), great speed, but it's survivability is really poor.
Does anyone else felt this?

If you're having issues flying essentially what is the Defiant v2.0 that happens to have a LtCdr ENG station, you're doing something terribly, terribly wrong.
I also noticed that you flew the JHAS before, which for Pre-DR standards, was the queen of the game for years and years. Flying that spoiled your development of knowing this game more, TBH. The JHAS let you get away with so much before DR. Now that you're not flying it, you no longer have that to prop you up.
What I'm saying is that it seems direct hull hit damages more on this ship than it should be. I've had the displeasure of firing upon without shield countless times but this fragile baby seems to be more sensitive than any other escorts I flew.
And though I flew the super-duper-mega-OP JHAS I don't think I forgot the basic principles of the game thank you

What is your defense rating at? Mine stays about 120% the whole fight and can get up to 200 at max, so they would have to actually hit me first before my hull becomes a problem.
be advised: the weaponry is only temporary, I just haven't finished upgrading an epic xiv phaser set, and i will buy phaser vuln. locators as well, and after it I'm planning to upgrade the remaining part of the gear (some changes may come regarding universal consoles, and maybe I'll retire the assim module and the cutting too).

Also do not forget traits, rock and roll and other ability's in the intel tree give more survivability. Another thing is how are you flying it.. a lot of content any escort that gets locks down is dead. So keep your speed up and you should be fine. Going dead in the water and blasting away like in the past doesn't work on a lot of the new content for a escort.

I'd have to back up what this guy says. Looking at the OP's build link, there really should be no issue surviving with that. Me, I'd give up the armor consoles and go more offense related but that's personal preference. The OP however did not list DOFFs, which will play a big role. Also, the Phantom at base hull is about 2k weaker than the T5 Fleet Defiant. Sure, it's less but it's not Bird of Prey hull thin.
I'd back up that it has to be how the ship is flown. Speed is life, most especially once you get Reciprocity from the Phantom. With the Counter-Command ENG & Deflector that the OP is using, the set is known for offensive & bonus defense boosts. The bonuses it has for ship sturdiness isn't good, so it's even more important to keep moving.

Actually, after having flown mine some more, I'd have to agree. Especially against like a Voth Bulwark, you can die almost instantly. And my build (see thread) is rather sturdy, really. Using my same trusted ATO3/ATD1 perma-resist combo on my Mobius, for instance, and I hardly get a scratch on me. And I have ca. 130 Power Insulaters on the Phantom.
Actually, after having flown mine some more, I'd have to agree. Especially against like a Voth Bulwark, you can die almost instantly. And my build (see thread) is rather sturdy, really. Using my same trusted ATO3/ATD1 perma-resist combo on my Mobius, for instance, and I hardly get a scratch on me. And I have ca. 130 Power Insulaters on the Phantom.
This may warrant some further investigation.
IMHO, only thing the Voth do that you have to be ready for is their Tyken's Rift X. Their version of TR makes the original version of TR when STO was new look pathetic. You better have high Kinetic Resists and use every means you have to bail out of that rift ASAP or you're done in a handful of seconds. They did this in the Voth atmospheric zone which was a Normal area and even the TRs they pop will rip you apart. Your ship came out good for it due to the very heavy resists (A2D has high Kinetic even without the DOFF; Your high PI saves you from power drains; APO as your escape). But any ship that doesn't have those high kinetic resists, Phantom or not, is going to get ripped apart.

It is paper-thin, because its an intelligence ship. It gets the intel powers and a cloak has to sacrifice something for it.
This. Intel ship, cloak, escort. None of these suggest in any way shape or form that it's supposed to be more than a glass cannon. It is essentially a rogue in other MMOs, but instead of playing it like one we need more hull and LTC healing abilities. A rogue with plate armour and priest healing. Just because.

I don't have a problem with the phantoms, i can take allot of damage and deal allot out, speed, turning and upgrading your ship parts will get you a long way

The build you posted up here for your Phantom does not list the A2D ability nor anything that grants extra resists, most importantly Kinetic since that's what TR does and the Super TR that certain Voth like to do.
Now, I'm not trying to be a smartass but just pointing out 2 very large build differences in withstanding damage. If you did switch over to APO/A2D at some point on your Phantom and it turned out better for it, that's why. APO is a "Get Out of Jail" card for most holds & CC. A2D, even undoffed, provides great Kinetic resists. Your original Phantom build lacked that but went with EPTx abilities and HE for clearing hazards. None of that helps against the high, raw Kinetic dmg the Voth Super TRs do.

No extra resists? LOL. Attack Pattern Delta offers +20 All Damage Resistance for 15 sec. Together with +25 All Damage resistance for 10 sec from APO3, and 2 Zemoks, you get a nice perma-resist for it. Didn't know that, did ya?!

I fly many Escorts, all of which are quite sturdy. My perma-resist APO3/APD1 combo works like a charm on every other Escort; and even on the Phantom (Advanced Elites and such). Against Voth, however, the Phantom is suddenly a LOT weaker than anything else I've flown. Something is fishy.
And sure, it has lower hull. But it's not the amount of hull that's the issue, but how fast it dwindles at times. That is not happening on anything else I fly, including Fleet Defiant.
Then you should be equipping Intelligence Team at least once. It's an instant cloak that doesn't otherwise lower shields or mess with your weapon performance. So for all intents and purposes, it's a massive damage resistance buff. Unless you get hit with a tractor beam first or they use other cloak breaking abilities right away. Then you're hosed.

I own an Eclipse now too. Funny thing is, due to its dual Intel Intel/Eng Cmdr. boff station, I can use the *exact* same Intel-oriented station layout as on my Phantom. The Trait makes a very annoying 'pumping' sound, though, LOL. Seriously, that needs fixing.
Even funnier, Eclipse is actually a surprisingly good ship, even though it only has 3 Tact Consoles.

Intel Team is nice but really shouldn't be used for phantom because you want the enemies to attack you to proc reprocity, unless you use it for other means which has many uses. Also i seem to be able to dodge most thing in my phantom, it seems the enemy i seem to get tied down by the most is the hirogen, they seem to be able to stop my ship, trying to work on that. I am still tweeking my build anyways. Being an engineer really helps the surviability of this ship, so my opinion is biased by that.
For players used to flying Fed escorts, the Phantom's a whole new ballgame. I've found that it's closer to a Bird of Prey than I would have initially guessed. She IS heavily reliant on shields to survive, so make sure those are top notch. The Assimilated Regenerative from the Omega rep, when backed by the whole 3-piece set, are surprisingly effective for me. That said, you can't just fly a Phantom like any other escort. It takes a completely different flying and fighting style to properly use her. I can't really describe it... you'll find your own with enough hours at the helm.
