Basically a improved Scryer? I doubt that would happen to be honest plus you're a little boff heavy....plus I assume with a 4/2 you want cannons? Which are rather pointless with such low boff seating. (Realistically the Universal would only be a ensign.)

For design, imagine a Great Blue Heron in flight. Big deflector there the neck on the living bird is folded, small secondary on a raised pod either at the end of the trailing "legs" or between the upturned wings. About the same size as the Daeinos.

I don't see how you can claim that setup to be OP without further information on its stats, like turn rate, shield mod, console layout, and hull.
Though considering it's a warbird, and considering I can't think of a single warbird that gets a class-specific feature like cruiser commands or sensor analysis (I could be wrong, I'm not intimately familiar with ships that aren't the Daeinos), I guess dropping Subsys Targeting and Sen. Analysis would be prudent.

And I think modes are a destroyer-specific feature, which the Daeinos and Dysons get.
The warbird battlecruisers seem to be the odd man out, actually, in getting neither cruiser commands nor any bonuses in MI.

You're right, I goofed the BOff layout. Drop the Lt. Eng for an Ensign Eng, then.
As for the Lt. Cmdr Intel, my logic is thus. First, there are, to my knowledge, no ships whatsoever with a Lt. Cmdr Intel seat, and for no discernible reason. I don't see why other ships can't have one, so long as it has no other hybrid seats and Cmdr seats remain Intel ship exclusive. And secondly, thematically, Recon is intelligence gathering, so an Intel seat makes sense. I can't think of a valid balance-related reason not to, so there's that too.
As for turn rate, yes, being a Science ship, it would suffer a bit and not be able to tryhard minmax on cannons. That said, Rom Battle Cloak SRO decloak alpha would still be formiddable, especially since this baby could carry some serious CC and Surgical Strikes, so I'd imagine a somewhat sub-par turn rate wouldn't cause it to suffer too much.
Romulans have a 5/3 warbird, with secondary shields, battle cloak, ability to fire while cloaked, and singularity abilities. Not to mention the special consoles. And all romulan ships have the singularity powers. There's no need for another 5/3, or even a 5/2 ship. You're plenty powerful already.

-One ship- that costs 50$ to equip all those consoles you spoke of compared to say the bloated federation roster that can do pretty much everything the same or better sans battlecloak. (which really isn't needed given the t6 traits the feds have)
Just flying something different without going cross-faction would be nice.
