my equipment requisition boxes from reputation wont increase rank

As the title suggest, I am currently tier 2 in Borg rep, Nukara. But my Equipment requisition boxes have no rank. While my Tier 3 8472 rep Equipment requisition boxes is at rank 3. Is it supposed to be like this

Hast thou not felt ashamed of thy words and deeds
Hast thou not lacked vigor
Hast thou exerted all possible efforts
Hast thou not become slothful

    That's normal, the ranks are only on the boxes from the newer reps.
