Question about torpedo boats

Hello all
I'm trying to find a decent PvP build. I ideally wan to develop a transphasic T'varro torp boat. Right now, I have a Scimitar and am trying a few ideas out. Alas, the beam boat idea doesn't seem very effective, the thing just lumbers around plinking some shields here and there before presenting a nice juicy target to the enemy.
So the question was about torp cooldowns. Right now, I have two Breen trans Cluster Torps and two rapid-reload breen trans torps loaded up front along with the neutronic torp. Are the four transphasic torpedo launchers 'tripping each other up'? I still don't quite get exactly how the torp cooldown works, I know that typically loading up the same type of torps creates some kind of 'same-type' cooldown which causes problems, would that be the case here or is this ok?
Also, any advcie folks have on torp boats would be very welcome and yeah, I now the scimitar can be a bit unweildy and doesn't make the best platform, but I plan to grab a nippy T'Varro ASAP!

At most, you should use 2 of them, and that's best with 1 in the fore and 1 in the aft weapon slots.
If you were to have 3 of the same clustermine torp, 2 would be on the same cooldown and would therefore effectively have 1 under-used weapon.
Put the cluster-mine torps to the left of your slots with the quickest firing one to the right.
Something like....
Fore weapons Cluster-mine, RR, RR, Neutronic
Aft weapons Cluster-mine, RR, RR
