The purpose of a Snooper build is simple, detecting cloaked targets while staying cloaked. There are some builds floating around for T'varos, but this build is for the Faeht. So far it has been incredibly successful in Kerrat in its current form, scoring at least 40 kills and zero deaths. I have no interest in gloating or making any claims, just trying to have fun and share the knowledge.

A pure "Snooper" build utilizes a combination of things... High sensor skills, Auxiliary power, Cloak detection, and Torpedo damage. This means you need to focus your skill points on maximizing these areas and ignore others, like Energy damage, Shields, and weapon power.
The other important elements are the Tachyon Field console and the correct Deflector (Romulan deflector and Dominion deflectors have bonus stealth sight).

But the hidden factor is Speed... You NEED a fast ship to pull off a firing-while-cloak build, in order to fire and exit as quickly as possible.

You also MUST use a Science Captain for a snooper build!!!

T'Varo vs. Faeht:

The T5U T'varo is quite nice, you can really throw a lot of Sci consoles at it and run Emergency Power to Aux 3 to have a perfect cloak detector.

The Faeht on the other hand... 5 tac consoles plus Intel skills. The Faeht is a MUCH more offensive ship than the T'varo, capable of causing total chaos with its layout and hit MUCH harder with its torpedoes. You do sacrifice an Engineering BO but in return get the Lt. Cmdr science giving you the ability to run skills like Grav well if you so desire. IMO the Faeht is one of the best ships in the game currently, very versatile offensive layout.

At the same time, the Faeht does sacrifice some cloak detection capability. I find I don't have the long range detection skills of the T'varo, but I'm still able to find my targets and in exchange have several more options for engagement.

BO Skills:

As shown, Torp Spread 3, Omega 3, EPtA and EPtE. I also use Scramble Sensors to help hide my attacks, but the BIG thing with the Faeht are the intel skills!

The ability to fire off Ionic Turbulence while cloaked is amazing. I like to combine it with Grav Well and an EMP probe to really cause chaos with my target. Throw in Photonic Fleet and Warp shadow with that Scramble Sensors and it's a total cluster of chaos.

Intel Team is also HUGE with this ship! If you get decloaked, you can throw out Intel Team or Quantum Singularity Manipulation to temporarily cloak yourself until your cloak resets.
Emergency Power to Engines combined with Evasive Maneuvers and Aux Power to Dampeners and Omega 3 is how I start my attack runs, going in full speed with a torp salvo and getting out of range immediately afterwards. Using the correct DOFF's makes the Faeht incredibly effective at this.

Weapons load out:

Neutronic Torpedo... That's your primary weapon currently with this build. This Torpedo does EXTREME damage with Torp Spread 3 (most PVP'ers consider it broken) and can 1-shot cloaked targets and even some shielded targets if properly debuffed. Critical Hits can go well over 100k but average more around 25-50k. Base damage as I run it right now shows 13,000.
I also run a Harg'peng because it doesn't eat a TS3/HY skill. The rest of your layout is up to you, but the focus IMO is on set bonus's. You want to try and boost your damage and skills as much as possible with sets in order to maximize this build.

I do find I like the Bio-Neural Warhead for a snooper build too, because it can fire at up to 15km away from your target, plus fires continuously at them and can keep your target from entering full impulse. Plus while you are cloaked the Bio-Neural won't be, and might force them to target that instead of you. A good rear weapon.

The Transphasic Mine torp and Vadwaur torp are also useable for this, it's up to you.

Ship Equipment:

I prefer the Romulan Deflector for stealth detection and switch to the Undine deflector for bonus damage for shielded targets. For engines/shields I run the 2-piece Adapted MACO set (or Honor Guard set if you are a klink) for the bonus torpedo damage and nice engines that have Hot Restart (keeps you from winding up with engines disabled).

Your Fleet Singularity Core should be focused on Engine/Aux power and have [AMP] as well. The rest is up to you.

For consoles, I like the Ferengi Console and any number of set consoles. Plus lots of Fleet +Torp damage consoles. The Dyson set also gives nice bonus's, and the Neutronic set gives you reduce recharge rate with the Neutronic so that's a must. The Undine tac console gives bonus rad damage, but I'm not sure yet if that's the better option over just another fleet +Torp console.

I also swap out the Tachyon Detection Field console for either an Aceton Assimilator or a more offensive console when not looking for cloaked targets.

Power levels:

I reduce all power to weapons and shields for PVP, put everything into Auxiliary and Engines. For PVE I put some power back into shields because PVE targets have a tendency to decloak you quite often, but this isn't a primary PVE build (although I have managed to place first place in Starbase 24 AND Crystalline entity with this build).

DOFF's:

1x Technician - Increase Aux power when cloaked (2 is a waste, I'm at 125 aux power with just 1, but your build might need 2)
1x Conn Officer - Reduce time to recharge Evasive Maneuvers
1x Emergency Conn Hologram - Recharges Evasive Maneuvers when EPtE is activated
The rest are up to you...

BOFF's:

Lots of Operative traits, along with Infiltrator and Subterfuge, all to boost damage and cloaking capabilities. Also your character should be a Reman or Romulan of course.

Traits:

Personal Traits - Anything that boosts Torpedo damage or Sci skills. Intimidating Strikes, Kinetic Precision (from R&D), Accurate, Astrophysicist, Infiltrator, etc. Also anything that boosts your speed.

Space Reputation - Again, Torp damage is the big thing here... Omega Kinetic Shearing, Omega Graviton Amplifier, Aux power Configuration. I also use Advanced Engines now with Delta rep, nice boost to speed/maneuvering.

Specialization:

Obviously flanking damage and speed focus here, but anything to help defense is fine too.

Conclusion:

As mentioned, so far this build is highly successful for what I use it for. I'm sure it's not maximized yet, nor am I sure if it has the ideal layout, but it's certainly fun and that is the point of this game, to have fun :P

    Small update:

    Viral Impulse Burst works well in pvp, better than the EMP probe because it is targetable. Also kills aux and shield power on your target which can act as a disable.

    Definitely use Helsman and Momentum as traits, and do everything you can to reduce the recharge time for evasive. I find I spend most of my time out of full impulse and still exceeding 250 impulse speed with this build.

    Snooping only works right with a Sci officer.



    FYI Ive made some changes with this build, its even more twisted now :P

    Nice build!
    Have you worked out if the undine console is worth it? Seems the rad and photon boost is OK but another locator quantum or torp would be better for your neut?

    Its better to run a fleet torpedo console.
