Is there anywhere else to get this from in game ?

AFAIK it only drops once , from the mission "Data Recovery" .

    The accelerator from Data Recovery is a >> Major Research Boost (2x quality improvement chance).
    I have not played through all of the episode missions but that is where I got mine. The replay console does not list it as a reward (it lists the items you would get from a Patrol). I'd be interested to find another repeatable source too.

    There is no repeatable source for either of the major accelerators.

    Oh you can get 'em from the C-Store packs, but I don't think that really fits within most people's definition of "repeatable content."
