Does R&D skills help upgrades - if not why?

I don't believe your current R&D levels have any impact on your Tech Upgrades but it would be nice if you got a bonus for reaching certain levels.

In R&D at level 15 it open up special builds (ie AEGIS set pieces)
In Tech it would be nice to be a % boost in Upgrade points and Improvement points.

This would certainly help tie the 2 together and give more reason to upgrade R&D.

Just my own thoughts... :)

Not directly, but being able to craft your own Improved, Superior, or Experimental upgrades brings down the cost significantly.

One other thing it lets you do is mass-produce low-mark items (like Mk II or IV) with cheap materials, then stack upgrades on them. You will (by level 15) have a 100% chance of making a purple, and can just keep the ones with good mods... then upgrade those. The benefit here is that at each mark upgrade, you have a chance of a quality improvement, and the low marks are very cheap (one superior upgrade will get you from II to VI).

That's how I made an Antiproton Beam Array Mk XIV (CrtD)x4 (Ac/Dm) ... started from an Antiproton Beam Array Mk II (CrtD)x3 and upgraded.

Thats a bit misleading. Costs to apply upgrades don't change regardless of your crafting skill, the only effect crafting level has on upgrading is the ability to craft your own upgrade tech instead of buying them from the store or exchange.
