The Steamrunner needs to be purchased from Steam. It comes in a Pack that gives you a T1 and Fleet T5 version - as well as some starter items.
If you buy it through Steam they will give you a Key Code you can use on the STO website to unlock it in the game.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Before you actually buy that thing just look through the forum, as far I know there were some complications because the steam code you recieve is not ARC conform or something like that.
In the past every now and then a thread about this popped up, maybe the already fixed this but a quick forum search couldn't hurt.

There was a thread a couple of months ago where the person tried to use the Steam Code but he entered it in the incorrect place. When pointed to the correct area HERE it worked fine for him.
