Whilst play one of the patrol missions at Admiral 58, I noticed that Hirogen ships were cloaking & de-cloaking. I own the Hirogen Apex Battlecruiser and a cloaking device. I found that it was not possible to add a cloaking device to my Hirogen ship and was wondering if this was a bug or if it was intentional. Please can somone help me out?

Use http://sto.gamepedia.com/Ability:_Science_Team to clear it.
That said... It's an easy mistake to make. The effect on the enemy ship is the same. The difference is that Jam Sensors creates sparkles around your ship. Science Team clears the effect.
That's just his excuse for not noticing them earlier. Execute him for incompetence.
Maybe we should execute you for your complete arrogance. If you could replay the mission (you can't) then you would see how incompetent you are being. From what I saw in the video, it looked more like the Hirogen were warping in. (But since you put more emphasis on the text than what the Hirogen ships were actually doing in the video, it's hard to tell.) Ya sure, your BOff said "decloaking", but that's probably a text slip-up on the dev side. If you want to try and remake your video and show the Hirogen actually decloaking, then I'll believe you.

What i did was simply sneak in with Mask Energy Signature. Bottom line is that there are several abilities which can appear as cloaking.
