Newbie looking for help please. I've been playing a couple weeks now and after some back and forward, I have settled on Romulan as the race and Engineer as I like the skillset.
I see people playing on the Borg events who can strip down and destroy ships quickly - far quicker than I can, but no idea how they achieve this.
Play style therefore, I'm looking for a very heavy dps build and I do like my cannons. I am therefore torn between 2 ships, but would welcome alternative options.
Ar'kif Tactical Carrier seems to be nimble and offer a lot of firepower, however the Tyton Dyson Destroyer seems to be more survivable while keeping dps.
Any help or suggestions welcome. This would be for PvE only

Welcome to the game. I assume you're thinking of buying a ship, as neither of those are available for free. I love both the Ar'kif and the Dyson, but if you're new and wanting to only buy one, I might suggest you stick with the freebie ships to level up and buy the Tier 6 Aelahl Warbird Light Battlecruiser when you hit level 50. It is a bit slower to turn than the Ar'kif but that can be aided with an RCS console. The Aelahl has good tactical potential and plenty of engineering slots, and in my experience with it so far it is tough, rough, and fun to fly.

Since you're new I'd say the Ar'kif (or the T'varo, or the Mirror Universe T'varo for reasonably cheap of the Exchange, or the new Faeht). The Dyson is more of a science ship that can also use cannons (though do it fairly well), rather than a cannon platform first and foremost. Its a good ship in its own right, but I don't think it would be quite what you're looking for.
If you're looking for DPS and firepower the Ar'kif is probably the one you're looking for. It's got 5 tactical consoles and plenty of tactical seating to let you run high level cannon powers as well as the high level attack patterns to support them for more damage.
You also get the hanger bay which adds a good deal of versatility to the ship. You can go the simple route and get something like Elite Scorpions for more damage, or go for something more unusual like runabouts for control.
The Ar'kif also has lt commander engineer seating available (universal) and a decent shield mod so it's not exactly a glass cannon either.
I will agree with the Ar'Kif, but I would say go all the way and get the Fleet Arkif (4 fleet modules) and upgrade (1 upgrade token) so perhaps 45M Ec on the exchange.
Consoles are 5 tac, 4 Sci, 2 Eng.
with the LtCm universal as science you have a warbird that can run science skills (Gravity Well ?) as well as the console slots to make it work. And it's a carrier so you have fighter support. it's a LOT of fun to play.

No way sumilidonnis is going to have 45 Mil EC laying around. Heck with all the EC earning nerfs, having that requires playing the Exchange quite well or having been playing for a good long while.
Since this most likely going to be a cash venture, going the C-Store version is probably the best route then upgrading/fleeting, particularly for a new player that might make more characters on the faction to experiment with.
