Changing DOFFs and missing loadouts

Why is it that if I ever change ever a single active DOFF choice.. ever...

All my ship loadouts... all of them, across all ships and all CHARACTERS... are reset.
The loadouts are apparently selectable, but they do nothing...

I have to set them all up again from scratch...
Since I use a loadout for each rep set.. for each ship.. that's about 50 loadouts I have to re-do. It takes forever to recover...

    The short answer is that, like Kudzu, the loadout system is a great idea gone bad, to the point of being counterproductive.
