Mouse can't click Ctrl 0-9 for abilities row 2? (Logitech)

In Windows 7 64-bit, mapping my extra gaming mouse buttons to Ctrl + 3, +4, etc doesn't seem to work, I usually but not always get presses of just 3,4, etc. It does work randomly once in a blue moon.

Should I be blaming STO or Cryptic? Is there a known fix for this?

Can I remap the row 2 key binds to ! @ # $ ... etc. (Shift instead of Ctrl)?

Edit: to be more clear, I can click on the skills with the cursor, it's mapping the mouse extra buttons to sending key presses that fails.

    STO has problems with multiple keys from logitech gaming software. to work you need to change keybinds to sto keybinds to single keys.
