I need access to a Tier 3 shipyard

As the title says, I'm looking for a fleet with a Tier 3 shipyard and, more important, access to it.

I have been grinding for my Fleet Excelsior for some months now and would like to recieve it. I can't pay very much for the access at the moment, but as I don't need a Tier 5, only a Tier 3 shipyard, I hope it won't be too expensive.

If there is any fleet that could help me, I would be most grateful.

    At the moment I'm able to pay about 5,000,000 EC for temporary using the shipyard.

    We're T4 shipyard.
    This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

    Well, no progress so far:

    I sent PMs to a recruiter and a Vice Admiral of the fleet "Timelords" (one yesterday, one the day before), but there's still no answer.

    If there is anyone who would grant me temporarily access to a shipyard Tier 3 or higher for 5,000,000 EC, please give me a contact here in a post or write a PM ingame.
