Alot of people have problems with the loadouts and powers staying in the tray, and of course theres plenty of work-arounds for this on the forums.
But most seem to have a lot of steps to follow to make the loadout work again properly.
I ve found an easier way for myself (Worked on all of my toons) to make the tray stay as I wanted it. Theres just three simple steps to do.
Make sure your Tray Powers / BoFF Seatings and DoFF Slots are assigned as you want them to.
Step 1 - Save your loadout (Overwrite existing one or create a new. Whatever is preferred) Step 2 - Remove a console from your ship (Preferred a console that doesent have an active ability) Step 3 - Load your recently saved loadout. Voila your tray is fixed. At least until you decided to change your loadout with different stuff.
Note: If you want to change your loadout, as example using different weapon types or set items just repeat Step 1 - 3 again.
Edit: Also make sure you are in an instance not in Sector Space or on ground. Any social map like ESD or Dysons Sphere will do.
I'm trying to refine my procedures for fixing the tray issue and i need some guinea pigs. NOW the reason i want people to try out my below steps is so that i can start helping friends and fleet mates using the steps below. It would be great if people could refrain from posting their own fix-it procedures. I have mine memorized so i'm going to be using mine not yours.
So far this has worked on 5 of my own characters the first time i did it. And its also worked for 4-5 other strangers that i've walked through it. It worked immediately after completing the final step with no need to redo it or reload several times. If anybody decides they want to try it out i just ask that they dont substitute any of the steps. I know that some of the procedures can be subbed out but just to keep it consistent i ask that you dont do any subs.
1) go to a space map such as in orbit right outside ESD, Qonos or New Romulus (dont go to a space sector map)
2) regardless of how many bars you use the main power tray has 10 hotbars. Go through all 10 hotbars and clear them out. Even if the bar/button slot is empty, right click on the button slot and hold, then drag the cursor into the play/space window and release.
3) weapon tray-if any of the weapon icons in the weapon tray have test such as: a1, c2 or s4 then clear it off. Right click on hold on the icon that has the text, then move your mouse cursor to the space/play window and release. **this step may not be necessary**
4) set your trays and put your abilities and power where you want them.
5) you get two free loadout save slots, go ahead and save the loadout to both of them. You should only need one but i had one person had issues and we tried saving to both slots. I dont think it made any difference either way...
6) rememeber which boff is sitting in which station on your ship. Now remove them all from their stations by setting all stations to "none".
7) beam down to ground (ESD, Qonos, New Romulus) then beam back to your ship
8) load the loadout
9) are any boffs missing from their seat? if so put the missing boff(s) where they belong. Dont substitute boffs even if they have the same boff abilities.
10) finished...in the 9 attempts i've done the above steps all of the settings stick after step 9. To test it out beam to a ground map then back to space. Or zone to sector space then back to regular space. Or queue up a PVE ground from a space map or PVE space from a ground map.
Dilithium gets rewarded at 7200 instead of 720 in Mirror Advanced - FIX WITHING HOURS !

My problem is that I can drag things into the tray but they don't actually stay there ! Nothing to do with things vanishing. They just simply won't slot in the first place !

If icons will not drag into empty slots in the tray, try right clicking the empty slot and dragging out as tho there was an icon in the slot.
Quite often, an ability that you no longer have access to will be stuck in the slot, and if you drag it out you will get an icon that looks like your factions symbol. Drag that place holder icon out and you should be able to drag things into that slot again.

This bug has been around for years in a way, they just arent going to fix it, they did say they can not even find the bug and cant fix it till then, sorry but years down the line and no fix means i can not see a fix for a long time.
Temporary workarounds are awesome! I tried a few methods myself, not that any worked. in the end every time i log in I still have to reset the tray. I wish Cryptic would actualy address the issue already instead of these stupid temporary patch fixes. Not knocking the player created workarounds! I think its amazing the player base we (the player base) have to do their job for them instead of them doing it the right way.

Quite often, an ability that you no longer have access to will be stuck in the slot, and if you drag it out you will get an icon that looks like your factions symbol. Drag that place holder icon out and you should be able to drag things into that slot again.
