Is fluidic coccoon worth it?

The current traits on my build are Accurate, Elusive, Failsafe Scrambler, Helmsman, Inspirational Leader, Living Hull, Precise, Techie and Last Ditch Effort.

I was looking at Fluidic Coccoon and was thinking that a chance to happen might not be worth it. I was wonder how those who have it find it.

    I use it on my ship and it seems to proc fairly often, not sure of how much of an impact is has on DPS, would need to test it out further.

    Proc rate is good enough, have never measured its actual effect on damage output. However it never stacks up to 5 as advertised, just up to 3 it seems.
