I know the devs have their hands full with many game-breaking bugs and game-play imbalance issues, but I keep running into this frustrating visual bug every time I visit my ship bridges:
-- A lack of consistency about which BOffs appear at which stations ... and frequent placement of incorrect NPC "filler officers" on the bridges.
For example, I purchased the Tal Shiar Adapted Battle Cruiser and opened many lock boxes to get the Tal Shiar Adapted Destroyer for my FED science toon, but when I go to the bridge of either ship the bridge is populated with random Romulan NPCs instead of my selected Bridge officers.
There are six locations on the bridge where the player's BOffs should appear, but there are only Romulan NPCs (and I'm a FED player). I have 23 BOffs on this toon (with at least 6 BOffs of every type: Sci, Tac, Eng) so there is no reason -- other than a visual/graphics bug -- for Romulan NPCs (or any NPCs) to appear on my bridge instead of my BOffs.
Similarly, random NPCs frequently show up on my other bridges as well. I just used the Tal Shiar Adapted ships as an example because it's particularly bad to have random bridge officers from another faction.
Please fix this. This visual error might not sound like a big deal but it breaks immersion in the game every time I visit my bridges and see NPCs who shouldn't be there.

It seems to be a lag artifact in part. For some reason the client asks the server for your boff list when spawning the instance, if lag prevents it from receiving all the data it uses what it did get end fills in the blanks.
The old workaround was to set all boff stations to none, then manually reset them. Then go to your bridge, and you'll have a better chance of seeing more of your boffs there. But since DR, it has been more inconsistent. Still works a little when it degenerates down to only 1 or 2 of your boffs in random places.

I tried that work-around and I've still got nothing but a bunch of Romulan NPCs working on my bridge.
Sort of ruins the immersion in the game since the back story I envisioned for my character is that he is a Section 31 operative who "liberated" the Adapted Destroyer from the Tal Shiar and now uses it with a crew of Section 31 agents to serve the Federation.
I guess I'll just have to pretend those Romulans on my bridge are turncoats who now serve Section 31. It's just annoying that I can't have my bridge officers on my bridge.
I hope that bug gets fixed.

While the NPCs instead of BOffs happens with every ship, cross-faction and allied ships are particularly bad about it. As near as I've been able to tell by studying my own character's ships - especially those of my Fed-Romulan and KDF-Reman - the game seems to first register the 'originating' faction of the ship, rather than the player's own faction. Hence, Romulan Tactical Escort Refits with Starfleet crews or Reman Birds-of-Prey filled with KDF warriors. Also, the game seems to pay attention to how many and which of the 'default' BOffs are still on your roster -
(Elisa Flores, T'Vrell, Zarva and Kolez for Fed.
Tovan Khev, Satra, Veril and Hivan for Romulan.
K'Gan, Ch'gren, Thraak and B'llera for KDF)
- these seem to appear with a much greater frequency than other BOffs. In fact, on my Reman's Obelisk Carrier, Veril and Khev are the ONLY other characters to appear on the bridge and they always appear and always at the same stations. Also, bridge packs bought from the C-Store seem to be the best about displaying your BOffs instead of NPCs, I seem to have noticed...
Not sure if any of that helps, but I thought I'd mention it...
