EPS Manifold Efficiency

I have a question about the EPS Manifold Efficiency trait.

It seems not to be working for me. When I pop a battery or activate a EPtX power, I don't get the bonus to my other power levels.

Is this something they changed in a patch and I missed it? I'm just confused.
