Regenerators are for healing your captain's ground injuries. You either need to visit the ship repair guy near any ship selector or keep a stock of components (critical, major, minor) to fix your ship.
beam in walk forward and to you left is the shipyard. There you can find an NPC to heal yu ship and you can purchase items to heal your ship yourself (it'd located directly next to the bank).
If you and your boffs are injured then you can move to the right and find a merchant which sells minor, major and critical regenerators to heal those injuries.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Minor and Major Reginerators (Ground) and the Minor and Major components (space)can be bought at several locations, I usually go to DS9 NPC named Dolgun outside of Quarks near the Bajoran Temple there.
The Critical both Reginerator and Components, Come from Ground/space loot drops.
People sell all of them on the exchange, but the minor and majors are MUCH cheaper if you buy from a vendor.
That being said if you are between mission head to a starbase in the shipyard area is an NPC that will repair your ship for free no matter what your damage is. Fleet starbases have to unlock it, and when unlocked he is in the Engineering area.
At ESD and DS9 there are doctors that heal your ground injuries as well.
Just buy a stock of major and minor regenerators/components from the shipyard EC vendors at any shipyard. They're cheap enough so there really is no excuse for not having them!

To repair ship damage same thing, but visit the shipyard. Starfleet Academy does not have one.
