...Does my luck just suck? 
I do Crystalline Catastrophe Advanced around 10 times or more a day as it has chances of dropping Rubidium and Radiogenic Partilces.
I almost always come 1st, not boasting here, just stating my case, probably 9 of 10 runs I come 1st, occassionally I come 2nd or 3rd, I don't remember not coming top 3 in the past 6 months.
When I come 1st I almost never get any Rubidium or Radiogenic Particles, maybe once in 20 runs I get 1 or the other.
When I come 2nd I don't seem to get any of either.
When I come 3rd I usually get some of 1 or the other or even some of both.
I understand that drops are based on some sort of RNG and so I may just be really unlucky but is it affected by placing? Does anyone else have this problem?
Most of my fleet mates usually get some of 1 or the other or even both (it has become a joke to mock me with what they get each run
) but they don't play it as often as me and many of them do not come 1st as often.

There will be many changes coming in the next several weeks that are aimed at updating the rewards throughout the game in most places increasing the rewards to meet the new demands players have from taking part in brand new systems. We will continue to communicate with the players about all these updates as they occur.

To put it in perspective, my tet built shield stripper all energy weapon ship is getting third (second now and then) in groups that have folks lobbing torps left and right, scimitars and other hard hitters, and all that, yet I get third. My GW is decent but its not doing top 3 damage and my weapons sure are not leading the charts.
I think your R&D box is random.
