Some folks run all beam/cannon builds... so they do zero kinetic dmg. this is 360 beam that does kinetic dmg and if shields down does more dmg than a beam/cannon would.

To add a little more detail, the other two pieces are also good. The console adds a ton of damage and the torpedo firesvat max speed without needing any projectile weapon doffs.
Additionally the Borg engines and deflector are used on a massive number of builds because they give one of the largest selfheals possible from gear, and if you add the shields then the tractor beam (3-piece bonus) and the cutting beam get a synergy damage boost. Generally this isn't considered worthwhile because the shields are a bit weak.
Last, on torp science ships the cutting beam is an effective way to deliver subsystem attacks with a 360 arc of fire using only one weapon slot.
