having problems with intel officers and space traits

i recently purchased the Delta Pack and used the Aelahl Warbird Battlecruiser
i also used the engineer intel bridge officer i got from the pack
i promoted her to commander and used the new intel space traits
however for some reason all the space traits are grey out and it says cannot use this power in this station
it was my understanding that all the intel traits both space/ground were universal and can be used on any intel officer??

can someone please clear this up for me and tell me where im going wrong

    You can only use Intel abilities in the hybrid slots; in the image above you have the Intel ability slotted in an Engineering slot but on that ship they can only be equipped in the Lieutenant Intelligence/ Science slot.

    It's so lame that most of the ships only have a single LT hybrid station.

    this. the only ship worth a farthing for intel slots is the the QIB Battlecruiser.
