Or how about wait until it becomes worth buying. Currently none are worth it. Just play for free up to level 50 with the free ships and see what suits your style, Fed, Rom (allied either way) or KDF, then if you feel the need to buy something do so with knowledge.
Also finding a good fleet helps. I'm with Task Force Phoenix and they've always been helpful with good ship build advice (most important aspect of the game really!).

The LoR Pack is primarily a group of T1-T5 ships which can only be used by a Romulan character on his journey from level 1 to level 50. The downside to the Pack is that you out-level most of the ships in 3-4 /played hours each so you are not getting a lot of use out of most of them - though they do give you Consoles you can take with you to other ships as you level.
The Delta Pack is primarily a group of T6 ships, and includes ships for all 3 Factions. The Pack gives you access to the new Specialist Boffs. The downside to the Pack is that the ships are not classic Trek vessels - so if you love your Defiant, or whatever, the best the Pack can offer you for that ship is a T5U Token; and you can buy that individually without the Pack.
I prefer the Delta Pack, as I am not a big Romulan player and if I am going to play a Rom from 50 to 60 I would probably use a Scimitar rather then the T5 ships in the LoR Pack.
Purchased items need to be Upgraded via Crafting. They do not automatically go to Mk XIII or XIV.
I purchased the Delta Pack, but I am primarily using my T5U Fleet Sovereign. I am not seeing a huge difference between the Guardian and the T5U Fleet Sovereign. Their power seems to be about equal: +1 Console versus +1 Boff, but I only PvE.

Well, the only major benefit the LoR Pack would offer you at 50 is the Consoles from the various ships.
If you are just looking to buy a 50+ ship for your Rom you can get a Fleet ship and a T5U Token or buy a T6 ship. It really comes down to just flying what you like the look of. There is not a huge power difference between FT5U and T6.

Buy a few MU ships; that should keep you happy until Cryptic gets around to making the T6 DR/Voyager bundle that I'm sure will come. Just like how the Scimitar bundle came a bit after everyone bought LoR and then had to shell out another $50 for the 'uber-ship'.

If you're a multi-faction/racial player and either play Fed heavily or Fed + something else, or Rom + Non-Rom KDF, then I would argue that the Delta pack is a valid treat for yourself.
The upgrades for T5 ships you can save and use on the ones you end up liking down the road. The T6 ships all have their advantages, specifically intel features and their advantages in advanced/elite PVE and in PVP. The Boffs are decent kickstarts to your Intel necessities, the traits are handy, and the doffs... ehh, only one I use is shield distro.
I don't understand the second portion of your statement about leveling items, though.
The LoR pack is only Romulan stuff, more expensive, but provides you as a romulan with the ship that is currently capable of the highest damage in the game, if that's something you're interested in.
I can't say that I've really pushed the envelope much with the configurations I've used on the intel ships with my varied mix of Mk12/13/14 very rare, reputation and fleet gear, none of which is Epic... but the Fed intel escort does >16kdps and the intel cruiser does >26k with what I fit them out with currently... your results may vary, but neither are anything to sneeze at in both PVP and PVE.
I'm still experimenting to figure out what the optimum configuration for both PVP/PVE is, but they're all generally a blast to fly. I feel overall at least out of the total package as a primarily Fed but with a semi-active KDF toon player, I got a good value out of the pack.
I'm holding the Delta Pack under it's own light, and not directly comparing it with/against the Delta Rising expansion.... which I personally think should have been a christmas/new years release due to another 2-ish months of refinement and tribble testing (and heeding/repairing tribble bugs) having made it a significantly more refined product without as many of the problems we currently endure..

But having said that, if you fit the criteria I mentioned, IE a pure multi-toon FED, or a multi-toon FED + other, or both Rom+KDF, then the DR pack is a valid purchase if you look at everything every toon you have plus make in the future has access to.
Just make sure what you want to upgrade is something you know you'll use on multiple toons, since once you upgrade one thing it's upgraded for that ship across the board.

LOR pack sucks in that none of the good ships are included... no quad cannons and no scimitars. only thing in it with any real value is the shield console.
Neither are worth it. If you feel like spending money just buy one or two ships. The packs are rip offs filled with piles of junk that you will never really use. Buy a mirror ship or two just to play around with to see how they feel. If you find one that you like enough go ahead and get the zen version.
This company is getting none of my money, but if you want to drop some cash on the game take your time and make sure that it is on something that you will like well enough to use a lot.
I have huge buyers remorse after wasting money on the Delta Operations Pack. All of the ships currently released are getting fleet versions; and they are newer ships on the horizon. Getting the current ship mastery skills may be of value, but if you're playing with 1 toon, it's not worth the expense to still have fun.
Multiple alts might make it worthwhile - but (and a BIG BUT) - the costs to upgrade even 1 character is astronomical.
My strong suggestion, upgrade your favorite and wait and see what they release by Christmas. You can still play effectively, and you won't feel like you've missed out.
As for buying the LoR pack - all of the consoles are either now available, or soon will be through lock boxes. It's cheaper to sell keys or R&D mats and buy what you really want off the exchange.

from t5 ships i considering buyng avenger/sovergin - for kdf/roms...absolutely no idea .
The avenver is nice, tough, and flexible. The sovereign is only okay, I would only get its fleet version but that requires a T5 shipyard I think. Rom side, I like the ar'kif, fleet dhelan, and the scimitar. Klink side, I still like my fleet tor'kaht, maybe also the mogh.
Straight up forget the packs, especially the ship 3 packs. Almost no one uses all 3 ships, just one, normally the tactical one. The galaxy bundle may be the biggest letdown with the faildred's boff layout.

well i use 2x pure fed + rom-fed and 2x pure klingon + rom-kdf and find klingons much better "dil and ec minners" than fed.
my lvl of items was for items - mainly wepons which come with packs - like bajoran pistol/rifle with ds9 fed pack.
Learn to farm dil and do it that way instead.

LoR was decent, but I wouldn't support Cryptic with any money until the fix and straigten out this broken game.
Don't waste money, be smart, with hold it to force positive changes. Effect their bottom line and things shall change.
