Can't Upgrade Modules?

So went to finally try and actually upgrade some of my ground gear (specifically my Romulan flamethrower turret), and found that ground kit modules can't be upgrade? What gives?

    Kits and Modules are the lone holdout in the system. Cryptic is keeping those options tied to Reputations, Fleet Holdings, Lockboxes and Episode missions.

    If we're lucky they'll be added to another ground school in the future and then, and only then, will they become upgradable. That's my hope anyway.

    the problem with tying them to the rep system and fleet system is that NO system gives higher than MkXII. Meanwhile, the lame-duck DR battlezone drops blue MkXIII's left and right. So you KNOW it's possible and built into the system. It just makes your overly-expensive embassy, spire, rep, kit modules less impressive for all the grinding you did just to spend massively high amounts of dil and mark on them.


    On top of that, I'm very annoyed I cannot upgrade my KIT -- the frame in which the modules reside. THAT would be nice. I'd like to take a kit with a mod I like, and upgrade it to XIII or XIV and see those mod values boosted (say, instead of +24 points to shield gen, I get +35, or whatever).


    On the other hand, ground is currently the best balanced part of the game (so sad, but true), so overall, I don't see a NEED for the higher-than-XII mark gear. Going by the DR BZ drops, though, Cryptic intends to add power creep to ground as well. I guess that's needed for the "spawn 5 feed behind the player" and "I see you, and you're shooting me, but you will do zero damage, EVER, because MAGIC!" logic for the DR BZ behaviors.
