Technically, the guy was right. It's not that they never made them, they just didn't have them available where it would have made sense to have them in the films.
The TWOK scene involving the K'tingas was not new footage. It was (like most of the fx shots early in TWOK) recycled from TMP as a cost saving measure.
For trek 4* and 5 the TMP k'tinga models were being used in the development of TNG, so were unavailable for that period.
IIRC the trek 6 model was a heavily modified TMP k'tinga which they got back from the TNG production crew. I don't think it was ever used again because it was so heavily redressed to be "Qo'nos 1".
From generations onwards CGI was being used a lot more and I don't think they made a CGI model of the k'tinga until '99 or something? After that no trek movie featured k'tingas, though jjtrek 1 did feature it's own KDF BC design that was along the lines of the D7/K'tinga.

I've been flying the Intel battlecruiser and personally don't see what the fuss is. It's a fine ship and handles well.

The briefly shown D7s in TMP were old television models and their use was highly limited for that reason. I don't recall there being any in TWoK or in Undiscovered Country, but I would imagine the same is true. We didn't get an updated, fully modern quality Battlecruiser model until the Vor'cha in TNG.
The K't'inga is by FAR one of the most detailed Klingon ships there has ever been, a stark contrast to its plain-looking TOS counterpart that didn't even look like it was finished to me.
Yes, it did keep the shape, but there are many subtle differences that point towards these being different models altogether, rather than just repainted TOS models:
The K't'inga oozes with detail. Something I never felt about the Vor'Cha. Looking at its Studio model, it almost looks the same as the Playmates toy that came out in the 90s.

Ah, well I think the fuss is that the Romulans now have TWO warbirds with Enhanced cloak (both superior to the B'rel) and the Klinks are left with the old B'rel.
I have the B'rel Retrofit, and my DPS with cannons is nice and high (I have fitted the quad cannons). Sometimes I use it as a torp boat as well, but I do wish the hull strength could be increased and also, that we can have this at T5U with an intel officer.
The B'rel is the Mascot of the Klingon empire. The fact that this ship appears in so many star trek instances (Movies and TV shows) just goes to show that the klinks got it right and for once, they honoured the age-olld proverb; if it ain't broke then don't fix it.
Currently I'm concentrating on my Reman alt, but if they buffed the B'rel and attached a few more bells and whistles, I might be persuaded to turn my focus onto my klink

Any K't'inga used in DS9, VOY or ENT was a low quality CG model that in no way comes close to the beauty of the original TMP or Quonos I versions.
