That you got to level 16 must be a bug, because the crafting schools top out at 15, AFAIK.

I've seen cases where swapping tabs in the R&D thing would, apparently, hit a lag spike and you'd have to wait for it a little while. The key thing to look for is clicking on, for example, projectiles, and seeing projects related to something else.

And yes, there seems to be lag with the R&D system. If you switch schools and the project isn't there, check to make sure you're looking at the correct school by looking at the projects themselves, not just the tab.
When I get this 'lag' after switching, the tab says I'm on the new school, but the projects are from the prior one. Which is why the project isn't showing up, because I already have it running and the game is too slow to pick up on that.
Switching tabs, closing the R&D window and reopening it or just plain waiting is all you can do.
