Intelligence BOFFs and Universal Stations

I'm sure someone has likely asked or answered this one, but I've not been able to find it, so...

Why can't a T5-U ship with a universal bridge officer station seat an Intelligence Officer BOFF in such?

Seems to me that a Universal station should be, you know, universal? Not, universal* (*accept for new shiny things we want you to buy different ships for)

    Well the story goes the ships are built around them.....

    But given the lock box ship has them kinda throws that concept out the window.

    So the true story must be.... money

    LOL, can you imagine the hilarity a KDF BOP can do if Intel abilities could be used on Universal Stations? :D

    It's not a T6 ship, that is all.
