Don't let the conspiracy theorists and rage addicts get you down with them. It's undoubtedly a bug, going by what they said about only a few breaking any rules.
I'm not sure why everyone seems to have forgotten how big releases tend to be. I couldn't log in for weeks after Season 8 went live in all its Voth-y glory, for example, and I've heard pretty bad stories of how the LoR launch went.
Big releases are always screwy for a while, nothing new, and this one is bigger than most. I don't begrudge anyone who wants to stay off for a while to dodge the worst of it, but the responses to nigh on everything are pretty overdramatic.

You do realize that "this always happens" doesn't make it okay right? That "this always happens" is synonymous with "they have learned nothing from their mistakes"?

At this point it seems as though Cryptic has not only failed to learn from their mistakes, but is now deliberately doubling down.
It's the inconsistency of who they're hitting with the rollback. Several people have reported never doing a single Dewa patrol, and only getting a handful of specialization points, yet they were punished. Yet they want to blame players for playing the game. That's where the [justifiable] rage comes from.

Don't let apologists like this pull the wool over your eyes: it was officially INTENTIONAL, and not a bug.
While ago I was doing one Dewa patrol mission for testing and found out scoring hits are very low and taking much more time to do so. I use to go in there blazing full torpedo spread would scatter the screen. Now like only a few of them if any do shoot out. Seems to be a delay in firing.
I ended early and left.. I not running those Dewa patrol mission ever again. Not like that. The one in ETA Sector Block Answer Distress Call one. Never set that to Advance Play with these new programming schemes set in place. I don't think I'll be going after those D-tanks again I really don't need them. You only get 4 tanks. Those where good for 8472 Rep missions. In DR you don't need it.
Dont feel bad i lost 17 spec points and i played japori for maybe maybe 2 hours with fleet in the last week. did the math on the exp i get per kill and the amount of time it takes to get those 17 points back. Ready to lose your Fracking mind? i did the math i will have to grind kill after kill on Elite for almost 145 hours at a rate of 1 kill every 2 mins. (and 2 mins is optimistic with the Hp sponges we have now)

You can have it both ways. It being INTENTIONAL and it being a bug. The devs wanted to fix an exploit by removing levels from people that used the exploit. The method they used to remove levels is likely bugged since it targetted players that didn't use the bug. Since I don't work at Cryptic, I can't see how the game determines which players exploited the game and how much punishment they will receive.
It makes zero sense for Cryptic to intentionally punish players not using an exploit unless a rollback is required.

Time will only tell!

Ask Jay Wilson how doubling down worked out for him and his game.
