Has the leaver penalty been removed?

Ever since Delta Rising launched I have (for reasons I doubt I need to tell you about) had bail out on a large number of queued events because it was obvious there was little to no point in staying. However I have yet to receive any penalty so far for doing this. I have been able to immediately re-queue for the same event every time.

These are events that I know prior to DL had the leaver penalty, and many times I was first to leave, but still nothing.

Has anyone else noticed this? Or did I miss it in the announcements somewhere?
It's not my fault if you feel trolled by my Disco ball... Sorry'boutit.

    I have noticed this when doing the Undine Infiltration mission, and the force field won't let anyone leave the transporter room to do the mission. I'm pretty glad they haven't been penalizing anyone for leaving that broken mission because it seems to happen to me on a daily basis.
