So I have yet to purchase a T6 ship (not impressed with minimal current KDF offerings), however, after watching the recent Priority-One interview with Borticus, I became curious about using the new Intel Officers on the Ground.
Anyway, I finally got around to heading to the First City (Which is where the BOff Requisition Officer lives--in the Barracks), in order to scope out my options.
When I first opened the contact window and selected the Intel Tab, I was quite pleased to see that the second Offering in the List was a Klingon Engineer with TWO awesome Intel ground Powers listed:
LTCMDR - Cause Chaos III
CMDR - Site-to-Site Ensnare III
"Wow" I thought to myself, I can get two top level powers on one Officer for 204 Dilithium Awesome!
After looking over some of the other offerings, this seemed the best return on my investment. But I also wanted to check out the BOff Trainer to see what could be trained and at what levels.
So I closed the the Requisition window and went to look at the Trainer.
Okay, not bad, plenty of Intel powers available and I started thinking that I might, for the first time in years, consider hiring some new Officers to start experimenting with my ground set up.
So, back to the Requisition Officer and... The Intel Officer I had been looking at with the double Rank III powers listed above was gone. Or I should say the listed powers were replaced by others... And not so great either.
"Weird" I thought. So I closed the window and opened it again, sure enough same Officer totally different power line up.
"Alright" say's me, "Maybe these are set up to offer different load outs each time." Fair enough, So I opened and closed the window a few times until I found an assortment of Intel abilities that I could live with.
None were as nice as the first set I'd seen, and I felt like an idiot for not grabbing it the first time. But figuring it is what it is, I'd go ahead and grab the one that "I could live with" as mentioned above.
Except, when it hit my roster, it was NOT loaded even with the powers I was expecting, instead the BOff was set up with mundane typical powers associated with any Common quality BOff of the same Career. There were a couple low-level Intel powers but certainly not the ones I thought I was buying.
So, not only was I disappointed by not getting what I'd "Paid for" but upon reinspecting the other Career-based BOffs in the store, (Engineering, Science, and Tactical), they are ALL static in their Power load-outs exactly as they have always been.
After confirming that nowhere in the Requisition store does it say that you will not (or will for that matter), get the powers displayed when you purchase an Intel BOff, I have to say I am even more disappointed.
It's bad enough that the new equipment upgrade system is a lottery, but at least we know that going in.
Now granted, 204 Dilithium is not exactly a fortune in this game, but I fear that it sets a precedent for hidden lotteries being included in the future.
Now maybe this is a bug? Maybe The intent is to provide an randomized assortment of BOffs each time you open the Store, and it's just not quite working as intended... But it really feels like a scammy mechanic to me.
As a kid I learned my lesson about such things the first time I played a "Rigged Game" at a local carnival and felt like I had lost some of my innocence in the process. It kind of hurt my feelings as a child you know, like, "Do these guys really not care that they are scamming a kid?"
This is different, I am an adult now and not likely to take it personally, "Buyer Beware" and all of that, but the feeling is kind of the same non-the-less.
At best it's a poorly communicated Dilithium-based mini game and should be better labeled to warn people of what to expect.
At worst it's a deliberate Bait-and-Switch, which is pretty low in my book...
If it's a bug, then I hope it gets fixed... I never thought I'd start to think of Cryptic as a bunch of Carnies out to fleece the public...
Its obviously a bug. You should report it on the bug support forum. Think about it. Do you really think anyone would bait and switch for 200 dil? The randomly swapping powers every time you looked at the boff should have set off a red flag.
