Assuming enough accuracy to guarantee the hit, it depends on what your CrtD and CrtH rates are like - if they are low, [dmg] if they aren't, [CrtD] - [CrtH] is more easily sourced elsewhere in your build.
Before DR, for Roms in PVE, CrtD was a wise choice. Very easy with them to achieve good Crit Hit rates. Severity for them will go a long way.
After DR? Even more now. Esp if you fly the Faeht and use Surgical Strikes 2 at the Cmdr level. That's +30 Acc *and* Crit Hit for cannons and beams. With little effort, Roms should be in high 20's for Crit Hit. There are those that get into the 30s and such. So tack on Surgical Strikes 2 and you'll be high 50 or 60s Crit Hit. For game purposes, that's practically a guarantee for crits.
