Active space Duty officers bug

They keep removing themselves from the active list, all of them, and I have to keep putting them back when changing areas... is there a chance of mutiny or something? :confused:

    scratch that I just figured out loadouts have an effect on them too just like it has an effect on the skills bar... mah B
