Because grinding the same patrol over and over is so much fun.
And when you're done with the patrol, you have a STORY patrol. It's basically the same, but part of the storyline, and if you are lucky, you even have something related to the storyline.

They really said that ... oh boy ... it's just back to 2010 when there was not enough Story Content either ... but at least these ancient Patrol Missions (they removed them from regular Story progression, because they lacked quality, some time ago) didn't always follow the same pattern ...
... what's next ... make lvling more interesting for Klingons and remove all PVE Content, because lvling only through PVP was so much fun ...

They really think that fun, interesting, and entertaining means grinding. They are so eager to turn everything into a grind now, that they don't realize how much it is hurting the fun, interesting, and entertaining potential of the game.
They need to bring the Exp of the old episodes, that were not done yet, back to where they are before you hit level 50. Also, if they don't have enough stories to level up 50-60, then they need to increase the Exp of them. They might be trying to find a way to encourage more players to stay in the game longer to make up for the drop off after they took the hourlies away.
However, leveling was not a problem in the past when it was done in a decent amount of time. People leveled, then started doing the grinds. But, now they are making leveling a grind, and it takes more fun out of the game.

Admittedly, you get 5 people teamed and all on Elite, it spawns so many mobs its like playing the old Mirror Invasion again. Fast way to get those ship mastery levels up, and far less of a grind than the new stuff. And especially if you bring a sci ship full of grav wells or a classic threat-holding tank, it really turns into a shooting gallery.
I levelled using a system in delta on elite. The XP was much greater than Japori (I checked) One delta patrol against Kazon=1 level, 1 japori on elite gave one to two progress bars...
The main problem is the inability for the game to put players teamed into the same patrol in Delta.
We had a team of 3 and it took both player between 10-20 leave and re-enter the system to get them together... Works fine on Tribble though......

While one mission gets more on DR, japori can be finished in 4 minutes and drop nice quantities of loot.
Not sure that is correct.. Japori does not scale its enemies... If they sorted the team issue then the drops and ship count would be the same as Japori.... One Kazon gives 1000+XP
Yesterday, I was getting about 1200 from the small ships each, while on elite. That is, until I get level 54, then I just get a couple hundred exp.

They're a lot less exp. The worst of the 5 wave ones in the delta quadrant still has less ships than Japori.
