I think canon wise they are so far beyond the need for cloaks due to the temporal capabilities of the ships.
Gameplay side, probably not especially game breaking. Also, forgot consoles have been knocked down to 2mins.

Why wouldn't it still be in effect? Most treaties between the US and USSR are still in effect.

Think they will still be in effect in... say... 800 years? Unlikely.... But then I can't see the future.
How I picture a lot of the forumites :P

Any bone head can see that not being able to cloak puts you at a severe tactical disadvantage. It would be asinine to uphold a treaty that gimps every aspect of space combat, and travel if you didn't have to.

If Voyager could of cloaked, the series would of been rather boring, but they certainly would of been able to bypass a lot of danger they otherwise wouldn't of been able to; as an example.

Isn't there indication that in the hazy mist of Star Trek's alternative futures, the Klingons at least join the Federation. Or, actually, I don't know if the 29th century Starfleet is part of the Federation (a distinction we can now make because of Enterprise).

But given that Brannon Braga wrote most of the temporal stuff and he had the Klingons as Federation members in the 26th century, I'd say there's probably a soft argument to be made that in the future, we have some kind one Galaxy government. And that by the 26th century, they're exploring other galaxies (per the Enterprise-J's designs). By the 29th century, they're exploring time and possibly other universes as much or more than space it would seem.

I'm not sure that the government is necessarily the same Federation we have now. They certain have different values ("Tempus Fugit!") that include trying people for crimes they haven't committed yet. It's not necessarily warm and fuzzy. They have really different cultural values and beliefs and are probably more different from the Federation we know than the Federation is from our century's earth.

They may well have adopted more Klingon and Romulan values in addition to absorbing both empires.

Thing is, though, if you start down this road, why shouldn't ALL lockbox ships be allowed to use a cloak? If you're going by the values of the people who built it, most species would use a cloak if they could get one.

And how would the R'Mor, Krenn, Talvath, and Korath get cloaks?

I think a special cloak for timeships could be an option. Particularly if there are plans for Temporal Escorts/Raiders/Cruisers/Carriers and/or Krenim timeships which can share consoles.

On a related oddball note, the Relativity on the show was the NCV-474439-G.

Going by the naming conventions we do know and the ship registries we do know, a ship with the registry 474439 ("no bloody A, B, C, D. E, F, or G") would already be in service present day in STO since they're up to the registry 999999. And it would be called the Relativity, most likely.

My fannish idea is that Admiral Janeway is head of Temporal Investigations (only Nixon can go to China) and oversees a USS Relativity NX-474439. And maybe we can get a Temporal Investigations hybrid duty officer specialist down the line.

Currently we have no Krenim despite them winning the fan poll. Cryptic is supposed to be talking to Mulgrew. We also have Captain Walker as a STO character. Bringing the Krenim back is a temporal plot. We're also likely to get around to the identity of Temporal Cold War guy at some point in STO and maybe the two T'Naes plotline.

Incidentally, my theory is that the T'Nae we encounter on Starbase 39 IS the war timeline T'Nae who was captured by the Romulans. That's why she's so axe crazy. The "real" Admiral T'Nae is possibly being held captive. Or maybe alternate T'Nae transferred her katra to the Prime T'Nae, giving her memories of her captivity.

I would love nothing more, regardless, than to go in with Janeway and Temporal Investigations to bust T'Nae for crimes against the timeline... and maybe undo Divide Et Impera in the process. Nobody does "insane temporal drill sergeant" speeches like Janeway, regardless.
