Either I'm missing something... or somethings not working

So anyone else having problems trying to change their settings under options? I try to press apply nothing changes, I press ok, nothing changes, whatever I do I'm stuck using very how should I put it... lacking graphics and textures.

Okay Ignore this... just realized what I had to change for everything to update.
