Devs, what tail is this and why can't players use it?

While working on Foundry projects (and fighting Starfleet NPCs), I noticed one of the costumes has a tail which I've never seen used before in this game. [link] It's used on the Starfleet Alien Male Engineering Commander NPC that can appear in Starfleet NPC combat groups.

This costume piece is certainly not used on any Z-Store species, let alone on any species players can access. At all. Why is this not available for players to use?

    Hm... Interesting... thick near the base and tapers to a point, smooth texture, almost a lizard-like look to it, but of the three 'reptilian' in the game, the Voth and Gorn have scales and none of them - Saurian included - have tails... Aliens seem to be made up of random parts anyway, so it could almost be from anywhere in the game, but I don't recognize it...

    This was on Holodeck and not Tribble/Redshirt, correct? That would, I think, write off it being from a Delta Rising species that we'll meet come Tuesday... we'll pause for the obligitory Enterprise-B shakedown joke for a moment...

    *clicks tongue*

    I don't know, I don't think I've ever seen it before. It is an interesting find, though...

    I've seen that character in a foundry mission on holodeck, belonging to one of the standard Fed security folks. A commander, I think.

    The tail wiggles, if I recall correctly.

    Reminds me of those blue goat-folk from Blizzard's MMO. Maybe that's the reason players can't have that.

    Those being mentioned, I want hooves for STO aliengen and/or tellarites.
