We still cannot upgrade Fleet projectile tactical consoles with projectile tech upgrades. I tired the quantum fleet ones and all failed with project tech upgrades.

That's a good question. Frankly I believe that 1 should cover all 3.
It doesn't cover all three unless something has recently changed. If you upgrade the Tac Vesta, it only applies to the Tac Vesta. The Eng and Sci Vesta's would also have to be upgraded separately. I do agree that upgrading one of them does need to apply to them all.

If you have the Fleet version of a ship your never gonna play the normal version anyways. Its a Play on words to make you think your getting 2 upgrades for the price of 1. LOL, oh cryptic you sneaky little boogers you. This gives Cryptic a reason (in thier Narciasistic mind) to charge ppl. 1k Zen and try and make you feel like thier actions are justified. 500 zen should is plenty enough to upgrade a ship. After this we all know its going to be 1k.
Actually this is a pretty useful feature for players with multiple characters. For example I've invested in a Fleet Patrol Escort Retrofit on my main but not on any of my alts. If I still wanted to use that ship competitively for all of my characters after DR I would have needed to either buy two sets of T5-U upgrades or one T5-U upgrade and a few Fleet Ship Modules.
Good, yes? Maybe not so much for you but not every change has to directly cater to your situation (other people exist too).

What about the 3 pack ships. they have no fleet version. Will one upgrade covers them all or?

But it does beg the question all the same...is the cost for the upgrade going to be as if it were covering two ships or are they just giving folks one ship for free, and ships without that second version (Standard or Fleet) simply are not going to be covered.
So many questions that pop up over something that looked nifty to start...lol.

Yes but as upgrades are an account unlock it would apply to all tooms. I don't have fleet avengers on all my toons....but by me upgrading my fleet avengers I can upgrade my reg ones on my lower toons.
Does it really matter though? There's a hard cap of 4 minutes.
If there is then my Tuffli, Cell ship, and Xindi Aquatic haven't been told that as those are down to a 3 minute cooldown on Transwarp, and the Tuffli 40 seconds on hyperdrive in Sector space (been running around lately to complete all 14 Cluster Chains and gather up some purple Doffs).

As you pointed out in the Official Blogs it was 500 or 1,000 zen. I think it may be 1,000 for the 2,000 Zen Tier 5s and 500 for the 2,500. Just my guess to equalize all out.

Can anyone check if the Ambassador Retrofit upgrades with the Fleet one?
And if it does so for Romulans too?
There is no Ambassador Retrofit Upgrade only on the Fleet version. You want the upgrade it will cost you 4 FSMs and no Romulans allowed.

But it also tones down certain potential player irrigations. Take a ship with no fleet version at the moment, someone upgrades it, a Fleet version is released later, they have to upgrade again? Also if someone owns a Fleet version of a ship for one specific character, but likes the option of messing with just the standard version on other characters on occasion, they don't have to buy two upgrades (good for ship collectors). Lastly from a database point of view, it might make the record keeping easier to simply attaching an account-wide flag rather than having to flag each fleet ship separately from toon to toon (I'm guessing anyways).
They do something thats not a jerk move, I'm not complaining. Now we just have to see about pricing (Here's hoping $5).
