Instead of adding a Captain class, how about just deleting them?

Like we thought about a long time ago? Or something like that. It's hard to balance Captain abilities against Boff abilities that certain captains just would never have access too. Or training in.
Now it's so commonplace that it's hard to imagine a time when it wasn't so, and we are still stuck with the crazy.
Cryptic has already taken a step in that direction. Maybe it's time to go all the way?
