The red matter capacitor is a battery ship device only better. It gives +25 to all power levels for 20 seconds, repairs all disable systems, and has a 3 minute cooldown. So it's basically all 4 batteries rolled into 1 and has unlimited uses. http://sto.gamepedia.com/Red_Matter_Capacitor It is also improved by the Starship Batteries skill (when you have points in it) and duty officers that work with ship batteries also works for the RMC.
The RMC and Holo Leeta doff are in the 'Items' tab of the c-store. Sadly the RMC can only be claimed once on your account but the Holo Leeta doff can be claimed on all characters.

Personally I really don't care what they give away, could be a million dollars tax free for all I care, I'm still not stupid enough to download arc. Sorry Cryptic, you might be able to sucker in the sheeple by dangling the shinnies, but some of us aren't falling for it.

they said they would look into it for the Romulan specific DO, they even said it was bugged and would fix.
they fixed it by removing it completely.
And they fixed the Khan uniform by saying you needed to log into STO thru Arc for each character.
The code says you can only claim once... server being down has nothing to do with it. Someone got their facts wrong and so said it was for account when it is a one time use for one character only.
luckily gene died before he saw what his fandom truly became. i don't think he could image trek people between 25 and 65 whining like 4-year-olds about a 50 cent item in a star trek game.
of couse gene would've claimed copyrighted of the item and made sure he was paid 50% of the value before it went into the game.
BS. They can't change an item like that midway, it takes work to get the codes in and attached to the item. Hell Smirk said they still can't get the R & D code to work which is the reason it wasn't given to us. And if what was said was true then why didn't loads of people get it account wide first? And finally it can't be a surprise to them that the code got out. It was posted in these very forums while holodeck was down.
I logged in to HD a few minutes after it was up and my code was single toon locked. I was the second one to report it in the live stream as a bug.
They promised one thing and they delivered another. And now they are lying about why. And still some dolts will rush to make excuses for them.

Should be in the C-Store under Items or Legacy Unlocks - I think it was Items - at least the CE version.

check arc and when you redeem codes you can check and see which codes you have used, click view redeemed keys.
if it's listed then you should have it.
both items are in the Z-store under items.
Leta is a blue bound entertainment DO, yawn. This is one time use per character.
RMC is one time use so claim it on a toon you want to use.
Note: The RMC from the Collector's or UK/EU Gold edition is under legacy... those can be claimed as many times as you like.
