I will be the first one to admit I am no ace captain or min maxer or PVP player.
But I did like to be efficient and helpfull in elite pve missions.
I guess this attitude goes all the way back to the old 3-6 hour STF's.
Oh the happy and somtimes frustrating good old days.
Anyway I begin to waffle as I am want to do.
So to answer my own question.
Yes I will upgrade some things but intend to do it in my own time and pace.
In a way that won't break my bank of STO and more crucially my Real life bank.
If I have resources to spare then I will pay for timegate to go away.
If I don't I will wait them out and collect what I need for the next.
Having looked over some of the costings it would be totally unmanagable for me to upgrade everything I would like to over a weekend, even on one character.
This would jump to crippling when multiplying it over my not so small tribe of toons.
I certainly would like it to be cheaper across the board but it is what it is.
I have had to come to the conclusion that as much as I would like to I dont have to do it all before chrimbo.
The game is not going anywhere soon as far as I know so upgrading over time is my game plan.
Even my mediocre builds are fine enough for our elite level play at the moment (soon to be renamed advanced) so I will still have plenty to do.
I intend to dip my tippy toes into elite with friends and fleet to try them out but if my gear is not up to task then I will hold fire on elite q's until it is.
So if you are intending to upgrade at a more sedate pace please feel free to air your ideas.
And lets all improvise adapt and overcome. albeit at a bit of a slower pace than most of us would like.
I don't see the point to be honest. Fire power is off the charts as it is and I am not convinced that the new elite level will be beyond the lowest common denominator. But if it is, then I'll stick to advanced and accept it. They'll be no difference in content and I'd rather take slightly less rewards then feel I have to grind anything.
Perhaps in time I'll upgrade stuff when stuff is more common on the exchange and things have calmed down.
I'm not messing with reps or anything anymore, not grinding for dil anymore, and noob gear will be sufficient for the single-player stuff so no need to upgrade anyway.
For example, It takes time to build up enough resources to do it properly, and on the first day something new is added, the prices of those resources on the exchange is sky high.
I bought the DR pack, I do not know which ships I will be using when DR drops, so at the current time I cannot justify upgrading weapons and stuff that I might not use in a few weeks.
I can only say better don't mess with the upgrade system. It seems bugged and changes unique items, removing [Borg] mods and the like and some items become unusable. Besides I don't believe new content will require MK XIII or MK XIV items.

Upgraded some small arms with no issue. Then, tried to upgrade a Personal Mobility Shield, and it switched the shield to a standard personal shield as soon as I slotted it. Fortunately, I was able to buy another one from the exchange for next to nothing.
Not going to touch the upgrade system again until they fix it.
