I hear a lot from people who say there isnt enough true PvP. I also hear from people who are perfectly happy with PvE however, it seems whats truly missing as the OPTION to run either PvP or PvE. Therefore, my suggestion is to bring back the concept of a Neutral Zone.
I see it as sections of the map where there are no mandatory episode missions but rather optional missions for optional, slightly more advanced rewards. Areas of space where upon entry you are flagged for PvP by opposing factions lets say. For example, the Klingons are expanding their empire beyond the Haromi cluster. This would potentially cut into Romulan space and I would imagine the Rommies wouldnt be too happy about this. Or perhaps a new area of space is discovered that could greatly benefit all three factions, leading to a race to establish dominance quickly. Ships may be called to engage in combat against other factions in order to strike their claims. Perhaps even ground areas need to be attacked/defended to maintain that superiority.
In fact, have the area evolve to lean towards the faction with the greatest power at the time. i.e., if the FEDS have over 50% of control of the system and planets, full the space area with Federation NPC patrols. If the Klingons manage to overwhelm them and take power, the NPC patrols become Klingon (or Romulan, etc.)
This way there is a CONSTANT PvP option for those who thirst for it. We PvE players can merely avoid the area and, as I said, since no mandatory missions would lead us there it would be wholly optional to engage in PvP.

While I think this is something close to a good idea.
The implementation alone would make it very unlikely given the attention Cryptic has shown towards PvP, to date.
My first & only suggestion are PvP leader board.
Statistical information about players & their ships past and present.
This has the be the foundation for anything they do to real PvP content. If it will ever happen...
Hilbert and his guide are doing a fantastic job considering the circumstances.
But really, this should be an in-game mechanic.

In all honesty, a leader board would only be an e-peen extension because it does not factor in what makes a player good.
Is he or she good because they have an outstanding team around them? Is it because they have a real smart tactician calling the shots who knows where to point the gun so to speak? is it actually just raw talent?
I have seen so many great puggers. as soon as you put them in a team environment, its like a fish out of water.
Also i have seen TRIBBLE puggers who take on a new life when they become part of a team.
There's just so many unmeasurable factors that can influence the "greatness" of a player that having a leader board is absolutely pointless.
Only scenario i can see it working is in the solo duo queues and no where else really.

But the fact of the matter is you can really only ever store and process raw data I.E. number crunching from a game.
What your talking about, or at least how I interpret it. Is how can I put this... The X-Factor for lack of a better term.
I agree that is a huge variable that number crunching alone can never really take into account.
I don't believe there is any mechanic that could be used for such a thing...
None the less, the information the Hilbert Guide collects at the moment, although very raw... Is better then nothing, no?
I can only imagine if the devs took it upon themselves to build something similar. Over time with tweaking, player feed back etc...
The information collected could not only be reasonably accurate but give you valuable insight into what is going on in a PvP match.
The way I see it is more statistical information is a good thing... And certainly better then none at all...
