As shak said ud only have one shield heal and if u use that and someone gets nucd well ur no use to them, yes a2b will give u globals but so will the doffs i listed PLUS u have full aux for the heals also but its ur ship and ur game bruh
With double a2b even on an engi. (perhaps even more so as EPS makes you eat drains like crazy) you are going to have your TBR shutting off all the time anyway when your aux bottoms out.
IMO if you want to heal in that dump the a2b... run 2 Dmg control, 2 Maint For the engi team, and 2 Dev lab for the sci team.
Then just load Aux to Sif 3. Run and Extend one and a RSP 1 or something.
The Polarized Hull could even go for a second Tac team if you want to have all 3 teams at global.
In my experience a2b players trying to do the team healer thing get caught with timings after getting there aux off lined or drained.
Going full aux healer with sif 3 a drainer would have to suck you right dry in order to keep you from being able to heal.
Really I think the only role for an engi anymore is full on aux powered healer. Trying to go a2b and still doing dmg is just not going to happen.
The thing is you can put Bio tech patch trait on a Xindi Tac scort... and run Dual A2B Engi Team 3 ... Sci team 1 tac team 1... and do the same thing only hit like a truck with a tac.
Nooo poor my battlecruiser, what did they done to you little sweetheart?
If you want to heal with that monster of ship i use regularly, here is a better setup (imho): http://imgur.com/2MeGK4W
2 maint engi for eng team
2 dev lab sci for sci team
1 warp core eng debuff cleaner
1 matter antimat aux to struct hot heal variant
one of the great things about AtB is you cant make a good healer out of it! the strongest heals run on aux, the spikes heals can be nice in a jam, but are a flash in the pan, HE and TSS keep things alive through the worst of it.
one of the many reasons AtB isnt OP! cant make good healers with it, cant make good sci ships with it, cant make top escorts with it, all of which are very strong as is, and need no buff, AtB builds buffing them WOULD actually make it a problem. but its only really a boon to otherwise terrible tac cruisers and non speedy destroyer types. thats what makes it a good thing, exactly as it is.
Sif has a global one copy is all you need.
Run 2 x sci team 1 for global with no doff use
Run 2 x tac team for global with no doffs... or as shak suggested perhaps even faw 2.
Run Extend 1 + TSS 3 should mean you can resist the heck out of shields if you need to.
Sif 3 with or with out hazards 2 with super buff hull resist.
Setting it up like that leaves you lots of doff options.
Run 2 Main for the Engi team global... after that You can go crazy. A Keel clear doff perhaps... perhaps some SIF hot doffs Extend resist doff... plenty of options. Only really require 2 in that build.

Switch the Delta to a second TT without A2B or Bfaw to clear spam.
1 short shield heal with St3 isn't enough too. If you need to clear debuffs you have no shieldheals left.
And the Tbr? whats the point?

Sry, thats wrong but the rest should be true.
It works really well with the right builds/ships. I'm on a2b since a while.

Better?
- EPtE isn't really flyable with this slow turn - go for a second EPtS
- You don't really need APD - second TT or Bfaw
- instead of TSS 2 - He 2 / instead of HE 1 - Polarize Hull
