Plasma Destabilizer console

The Fleet T'Varo Retrofit Light Warbird no longer accepts the universal Plasma Destabilizer console. The error given when I try to equip it is "Class requirements not met." The console was installed on the ship when I copied the character to Tribble, but was no longer on it upon arrival, nor was it even in my inventory anymore. The copy process apparently deleted the console entirely. Even after reacquiring the T'Varo Retrofit, the console could not be transferred to the fleet version. Upgrading to T5u does not resolve the issue.

Edit: this is apparently a replication glitch. I deleted the character from Tribble and re-transferred him, and everything seems to be okay so far.

Edit 2: this is apparently still an issue; when I updated my ship to T5u, the console again disappeared entirely from my ship, and re-acquiring it still doesn't fix the issue. The console is still incompatible with the upgraded Fleet T'Varo.

I just got a T'varo Light Warbird Retrofit from a Lockbox on Holodeck, and the Plasma Destabilizer Console was missing right out of the box. Is there some way to recover it?

Can anyone verify that this has been fixed and tested on live, now? I don't have any desire to go to the trouble of upgrading my ship, only to find that it's still broken, or have to argue with CS about whether or not they owe me the 700 zen value of the upgrade token, if I'm forced to replace the ship itself.
