Item Upgrade -Where is the Option?

I've heard that item upgrading has trickled through on tribble, intentionally or not but I can't work out how to do it.

I see that there are technology upgrades at level 5, 10, and 15 via ticking the show all projects but once i have them how do I actually use them to upgrade an item?

I assume i am either overlooking a screen somewhere or the option has not unlocked for me. (my highest rank is 14) and i have the basic and improved tech upgrades.

    Its not unlocked for anybody yet.
    Still waiting to be able to use forum titles

    The tokens used in upgrading are live, but the actual upgrade mechanism doesn't appear to be. There was a leaked command '/upgradeitem' that was on Holodeck a few patches ago, but doesn't work on Tribble last I heard.

    Maybe that was it. I heard people talking about the costs and it sounded like they knew what it was going to be like they had tried it (or they were just making assumptions). Ok, thanks. I thought I was missing something obvious.

    Also while I'm here I might as well add some of my wishlist to it.

    I hope that lower level items can be upgraded and not just Mark XII. I'm specifically thinking of the Breen set as while having a MXII was not imperative, if everyone else goes up to XIV that is going to start feeling sorely left behind.

    It might also be nice if we can upgrade the special ship consoles and weapons that come on c-store or events. Most were created with an XII cap in mind. Some of these consoles dont require it as they just give an ability but some do have numbers, especially the weapons like the quads and might start feeling a bit dated otherwise and less attractive.
