It makes no difference. The "spy stuff" will be done by Klignon Defence Officers that belong to the Klingon Intelligence branch and are trained for such mission profiles, regardless of their species.

They are not exactly looked at with high regard in the Council or by KDF ship captains
They tend to have their own agenda a.l.a S-31
Most of those serving in it have no house allegiance (or are house-less)
They operate in the dark and their songs are unsung
The Chancellors have at times taken to getting rid of their facilities as the KI way of doing things was deemed "dishonorable". Quotes because; political machinations.
Also I highly recommend getting the IKS Gorkon series.. lots of insight into Klingon culture and the way KDF works. It follows Captain Klag and his adventures.

Ah, the IKS Gorkon novels! A very good read for any Star Trek fan, especially people that like Klingons. I also highly recommend them, they can help bring much Klingon stuff into perspective to people.
However, regardless to the novels being soft-canon, what we have to work with here is STO's own lore regarding this - because honestly, the Klingon Empire would never allign themselves with the Orion Syndicate for ex., cannonicaly and logically.
However, with the situation we currently have in STO - there isn't any species that would be destined to run "spy stuff". It can be anyone of any species as long as they're a KDF Officer and loyal to the Klingon Empire.
P.S. I'm not sure if many people realize this - Captain Klag actually exists in STO as an NPC, he's the Commanding Officer of the Ganalda Space Station. You can meet him in his separate area/office on Ganalda.
