I have changed my ship weapons to what I want them for now, but I need help with the consoles for my hull regen and shields as well, below are my stats:

Your Build is all over the place, made some suggestions for you:

Fore Weapons:

Your weapons are mismatched, go all phaser or Phased Biomatter (also phaser) to take advantage of you phaser consoles. Also if you're doing PVP aim for accX3

Rear Weapons:

Not Bad for the most part but I'd exchange the Omni-Directional beam with Kinetic Cutting Beam paired with the Assimilated Console.


Deflector, Impulse Engines, and Shields:

If possible get the Borg Deflector and Impulse Engines Mk XI will work but Mk XII is even Better

As for the shield you could complete the Borg set but most people get Elite Fleet Shields with Res A or Res B.

If you're new to the game it might take awhile to afford all that, either stick with what you have or check out free alternatives like the Jem Hadar set.

The Warp Core:

You could get the Obelisk warp core for free until you could afford to get a fleet warp core with the AMP modifier. You may be tempted to use the Omni-Directional beams for the 2 piece bounus but the bonus gives +10% damage to Anti-proton weapons which you're not using, so you gain nothing from the bonus.

Enineering Consoles:

I'd go for two Neutronium Alloy consoles which gives energy and kinetic damage resistances.


Science:

Get one field generator for stronger shields and a console of your choice, in fact you could use a slot here for the Assimilated console.

Tactical Consoles:

You will get more bang out of Phaser Relays than you will with the Pre-fire chambers.


What I posted above were just generalized ideas, I don't know specifics of you skill tree, bridge officer set up, and which Doffs you are using.

sorry, but even if I do not know what ship you use, your build is totally wrong.

first of all you must use only one energy type weapons, so choose phaser, disruptor or antiproton. Of course your tactical consoles must be of the appropriate type for the energy type (not the weapons) you use.
Since BO3 is quite a "must have" for escorts and since BO is always a critical hit, the DBB should be [acc]x2 [crtd] (accx3 is good, but IMO not the best) and you must maximize crtd. Also cannons and turrets should be [acc]x2 [crtd], and the best tactical consoles you should have are the vulnerability exploiter (the ones with buff to crtd). Moreover there are several universal consoles to boost you crtd and crth.

Space set: many players use borg deflector and engine and fleet shields (resilient capx2, adapt... both the one with resa and the one with resb).

However remember: a build is not only the gears for your ship.
